Bug 1111957 - Invalidate mDPI and mDefaultScale in TabChild when switching displays. r=fabrice.

Bug 1107259 made TabChild cache the display DPI and default scale more aggressively, and
we need to invalidate those caches when switching displays, otherwise we can get weird
scaling behaviours when switching between displays with different DPIs and scales.

Now that we have multi-APZC landed, we don't need BrowserElementPanning
to detect when it's about to scroll a subframe and let APZC know. So
the two messages involved in this can be completely removed.

In some cases pages from the bfcache can get displayed to the screen without going through layout.
In these cases, the element associated with the ROOT_SCROLL_ID may be from a different document,
so it is inadvisable to use that element's scroll position as if it were the current document's
scroll position. Doing so can lead to incorrect behaviour. This patch fixes such a case.

The mFrameMetrics.mZoom was previously a "resolution-independent" zoom,
which meant it had to always be multiplied by the CalculateIntrinsicScale()
value to be useful. This patch converts it to a "resolution-dependent" zoom,
and includes the intrinsic scale multiplier already. This means it needs
to be updated if either the viewport or composition bounds (which determine
the intrinsic scale) change, but there are only a few places where this
happens and it makes the rest of the code cleaner.

These things currently do a complicated refcounting dance to avoid destroying the
cx until all the consumers of it are gone. That stuff can mostly go away now that
we're just using the SafeJSContext, but DestroyCx also nulls out the global, so
we should make sure to keep that alive for anyone that might be using it.
