`devicePrompt.properties` ... Presentation API UI frontend for Fennec.
`phishing.dtd` ... Safe browsing API UI on Fennec.
`pippki.properties` ... NSS Dialog UI such as importing certificate of Fennec.
`sync.properties` ... Firefox sync UI on Fennec.
`webcompatReporter.properties` - Web compat addon on Fennec
`passwordmgr.properties` still be referenced from `LoginManagerPrompter.jsm`.
So, I'm not sure we should keep this.

Allow-list all Python code in tree for use with the black linter, and re-format all code in-tree accordingly.
To produce this patch I did all of the following:
1. Make changes to tools/lint/black.yml to remove include: stanza and update list of source extensions.
2. Run ./mach lint --linter black --fix
3. Make some ad-hoc manual updates to python/mozbuild/mozbuild/test/configure/test_configure.py -- it has some hard-coded line numbers that the reformat breaks.
4. Make some ad-hoc manual updates to `testing/marionette/client/setup.py`, `testing/marionette/harness/setup.py`, and `testing/firefox-ui/harness/setup.py`, which have hard-coded regexes that break after the reformat.
5. Add a set of exclusions to black.yml. These will be deleted in a follow-up bug (1672023).

Because jar_maker is not in the libs tier, we also rename the libs-%
targets for l10n repacks to l10n-%, which make it clearer what they are
for.
And because multilocale.txt is both a GeneratedFile and a file that is
generated (and installed) via manual build rules, keeping it in the misc
target actually breaks building in toolkit/locales during l10n repacks,
so move it to libs for now.

`charsetMenu.properies` was for "Text Encoding" menu in Fennec (bug 611580).
EN was off as default, but some language such JA turned on this menu.
Since Fennec is gone, it is unnecessary now, so let's remove this resource.

This does many things:
1) stops producing (and consuming) `FennecJNI*` JNI wrappers
2) removes the :app and :thirdparty Gradle projects
3) removes relevant pieces of the Gradle target configuration
4) updates lints
5) purges old configurations
After this commit, the `mobile/android` project/application builds
only GeckoView.

Bug 1533425 makes Gecko try to load from $ARCH/greprefs.js, etc on
Android. This patch teaches the packager to put preferences into
those architecture-specific locations for that code to find.

Summary:
The reason for this ticket was that it was not immediately obvious for
Sync users that deleting logins on this device may affect all logins stored in
user's Sync account. So it was possible that users could unintentionally loose
all their login data.
While we should still offer the option to remove login data, even to Sync users,
we will explicitly inform them that deleting logins can affect all their
synced logins.
Also refactored the code to minimize duplicated code.
