mscott%netscape.com 02eb7142bb Bug #22960 --> help improve message display by (1) not including global 
style rules in the message body and more importantly (2) force loading
of the mail header style sheet to be a blocking load. this fixes that
awful "flicker" effect when you clicked on a message where it would start
to load, then it would stop and relayout the body.

chrome Bug 26129. Replace timer with a PLEvent. GTK timers (in this specific case) seem to be confused when a modal event queue has been pushed.
