This commit moves `NS_CreateBackgroundTaskQueue` into an `extern "C"` block, adds a `create_background_task_queue` function to `moz_task`, and makes it possible to dispatch Rust `TaskRunnable`s to any event target, instead of just an `nsIThread`.
