Since our platform support is Windows 7+, we can replace nsWin32Locale::GetXPLocale with LCIDToLocaleName. LCIDToLocaleName has LOCALE_SYSTEM_DEFAULT and LOCALE_USER_DEFAULT, so we should it simply.
