James Teh fff810fb26 Bug 1784841: Use unified OffsetAtPoint in platform specific code. r=morgan ... Most importantly, this means OffsetAtPoint is now supported for cached RemoteAccessible on Windows. I also included a drive-by fix to make ATK use the unified CharacterCount method instead of the old unnecessary conditional local/remote paths.
