This commit removes the runtime flags and related code for the scriptminsize and scriptsizemultiplier, which have been disabled by default for a while. The hardcoded default values kMathMLDefaultScriptSizeMultiplier and kMathMLDefaultScriptMinSizePt are still used in some places and are preserved for now.
