public	add ScrollRect method to nsIWidget -- implimented on linux and stubbed in nsBaseWidget for mac and windows. Added ifdef'd scrolling code that makes scrolling really fast on linux. Updated nsIWidget.idl (not built) to merge some changes from a branch and added ScrollRect.
