There were previously a number of different APIs for creating BrowsingContext instances. This simplifies them into two major cases: "CreateDetached", which allows for creating BrowsingContexts which are related to other BrowsingContexts, and "CreateIndependent" which creates new, fully unrelated, browsing contexts.
