Expandlibs also canonicalizes how to pass libraries to the linker, such

given a list of files, expandlibs will replace items with the form
${LIB_PREFIX}${ROOT}.${LIB_SUFFIX} following these rules:
- If a ${DLL_PREFIX}${ROOT}.${DLL_SUFFIX} or
