bzbarsky%mit.edu d9ea7f8f8f Bug 119321 and bug 80106. Create a generic nsIUnicharStreamLoader that ... makes two callbacks -- one to determine the charset and one to provide an nsIUnicharInputStream. Use this in the CSSLoader instead of allocating a single big buffer for the sheet.
