At the upcoming upgrade to clang-11, we'll need to keep code coverage builds on clang-9, so that their file format is understandable our currently LLVM-9-based rustc. As currently written this change is NFC, but for the future it will opt-out ccov builds from the retargeting of the `linux64-clang` alias. The macosx.yml change looks larger than it really is, it's mostly pushing defaults down into the tasks so that coverage builds can override them.
