Simplify Mach's decision-making in CI for where to find native Python packages: unless `MACH_BUILD_PYTHON_NATIVE_PACKAGE_SOURCE=system` is provided, always ignore system packages. Removes optional dependency on system's `pip`, instead leaning on vendored `pip` copy to see what package versions are installed.
