Setting the value currently has no user-observable effect. It will be used in a following part. The static assertions could be strengthened by using `HAS_MEMBER` (https://searchfox.org/mozilla-central/rev/e4afef5d3ff67781dc1377912344694f3cf3a226/dom/bindings/BindingUtils.h#826), but it seems unlikely that one member is added and one removed in the same patch.
