Gregory Szorc 5c1ab3be87 Bug 1395907 - Require Visual Studio 2017 15.3+; r=glandium ... There is a known compilation bug that is fixed in Visual Studio 2017 15.3. This commit establishes minimum version requirements for Visual Studio 2017 to ensure modern and more supported toolchains are used. We previously only had a minimum version requirement for Visual Studio 2015.
