When it returns `EditActionIgnored()`, `AutoDeleteRangesHandler::HandleDeleteAroundCollapsedRanges()` creates another `AutoDeleteRangesHandler` instance to delete leaf content node in another block element. However, this dependency makes developers understand the behavior harder. Therefore, we should make the method do it instead.
