Some test files aren't named according to the standard style so this attempts to first detect test files by loading the test manifest files in the directory and matching the filename to sections in them. Any file listed in a manifest is considered to be a test. It still falls back to filename matching if no manifest could be found, particularly in the event the manifest has a strange name and we can't identify the test type from it. The manifests for a directory are cached to speed up checking when linting multiple files in the same directory.
