This patch moves handling of the "MOZ_DISABLE_CONTENT_SANDBOX" environment variable into GetEffectiveContentSandboxLevel. It also introduces IsContentSandboxEnabled and ports many users of GetEffectiveContentSandboxLevel to use it.
