Julien Cristau 63a79ad0c4 Bug 1854915 - let startup-test tasks run on try. r=releng-reviewers,taskgraph-reviewers,bhearsum DONTBUILD ... Instead of using run-on-releases, which restricts where the task appears even in the full graph, move the logic to the balrog_submit transform to only add a dependency on startup-test on nightly and beta.
