Disable debug logging in httpd.js now that the previous change appears acceptable to tinderboxen. Also disable test_start_stop.js on Windows, because Windows is dumb and will let me asyncListen on two nsIServerSockets at the same time on the same port without the second such call throwing an exception. r=bloatedtinderboxlogs, r=stupidwindows

Bug 396226 - Provide an API to asynchronously generate HTTP responses in httpd.js, and implement a state-storage system which can store object references to provide greater contextual information in handlers. Bug 454990. On Windows, increase the size of our TCP send window to 128KB, from the default of 8KB. The value is already 128KB on other OSes, and it appears that other browsers on Windows change the default in the same way. r=jduell, r+sr=bzbarsky.
