Bug 201555: enable stripping of EXEs on OS/2 with gcc. The LIBPATHSTRICT

change in sign.cmd is so that you can run a VACPP build when gcc is
building (otherwise shlibsign loads the wrong DLLs).  The patch is
contributed by IBM.
