Add CPP_THROW_NEW macro to the build system. This macro should be used when defining a local |operator new| function. It will be set to an empty throw function by default on all platforms except mac CW builds. This will allow us to not crash on systems that expect |operator new| to throw an exception by default and will suppress compiler warnings about how |operator new| should throw an exception instead of returning NULL.

Remove ClearUndisplayedContentMap hack from ReconstructStyleData (expanded for bug 118014; see bug 136728). Fix multiple content inserted notifications from XBL (the real cause of bug 118014) by checking the undisplayed content map in addition to the primary frame map. Add 'make install' target to build. It's "MRE-friendly". (See http://www.mozilla.org/projects/embedding/MRE.html for details.)

* Added EXTRA_COMPONENTS variable to build. Use it to automagically install files into the components dir.
* Added SYSINSTALL variable. Use it install files onto the system.
* Move mozilla-config generation from configure to makefiles
* mozilla-config will now generate paths based upon the MRE-based directory layout.
* Generate mozilla script from template
The installation heirarchy currently looks like:

/include/mozilla-ver/*
/lib/mozilla-ver (mozappdir)

There is preliminary build support for MRE dirs as well though the component manager hasn't had MRE support added yet.
