cls%seawood.org 33edc21c9c General cleanup of the shared library rules. 
Quick fix for bug #36844.
Since people kept forgetting to wrap SHARED_LIBRARY_LIBS inside MKSHLIB_FORCE_ALL & MKSHLIB_UNFORCE_ALL pairs, we now handle it in rules.mk.  Same goes for making $(SHARED_LIBRARY) dependent upon $(SHARED_LIBRARY_LIBS).

rpotts%netscape.com b81954153a Too many OnStopRequest(...) calls were being made by the memcache in AsyncReadStreamAdaptor::Cancel(...). It turns out that Cancel() is called more than once. for imap (which uses the memory cache). You don't need a load group to run a url
through the cache....so don't return an error if the load group is null
