This patch creates a new MOZ_FRAMEPTR_FLAGS variable that is used only to
control the frame pointer flags passed to the compiler. It also computes this
flag in a macro so that the toplevel configure and js/src/configure stay in
sync.

To allow altoptions.m4 to be shared by both the main Mozilla and the

SpiderMonkey build code, sincluding it shouldn't have any side
effects. Since only Mozilla wants the side effect, move it to
Mozilla's aclocal.m4.

Start using nspr-config to set NSPR_CFLAGS & NSPR_LIBS.
Start placing nspr headers under $(DIST)/include/nspr to match a system installed NSPR.

Pass MOZ_TOPSRCDIR to altoptions.m4. This allows third parties (like netscape) to refer to the mozilla copy rather than copying it (and mozconfig2configure and mozconfig-find) into their own tree.

add --enable-static-gtk flag which will link the binaries with static gtk

libraries. added aclocal.m4 with gtk's gtk check stuff which checks for GTK
properly.
