Phase 1 of style context deCOMtamination (bug 114713). Remove all dependencies on nsIStyleContext from outside of content and layout. Make nsIFrame::GetStyleData be a non-inline virtual function when called from outside of layout, since the nsStyleContext implementation won't be available to those callers. r=dbaron, sr=bzbarsky.

Correcting our background painting code per the latest CSS specs. By default, backgrounds should be painted to the border

area, and not the padding area as per the CSS 2 Errata, CSS2.1 and CSS3. Also, implementing the CSS3 'background-clip'
and 'background-origin' properties (currently with -moz- prefixes) to control this behavior.

Add 'make install' target to build. It's "MRE-friendly". (See http://www.mozilla.org/projects/embedding/MRE.html for details.)

Changes:
* Added EXTRA_COMPONENTS variable to build. Use it to automagically install files into the components dir.
* Added SYSINSTALL variable. Use it install files onto the system.
* Move mozilla-config generation from configure to makefiles
* mozilla-config will now generate paths based upon the MRE-based directory layout.
* Generate mozilla script from template
The installation heirarchy currently looks like:
$prefix -> /bin/mozilla
/bin/mozilla-config
/include/mozilla-ver/*
/lib/mozilla-ver (mozappdir)
/components
/res
/defaults
/chrome
There is preliminary build support for MRE dirs as well though the component manager hasn't had MRE support added yet.

Replace the BodyFixupRule with code in nsCSSRendering to fix all the problems with dynamic style changes and backgrounds on the root element and the BODY element. #include <math.h> before libart's headers, so that M_PI isn't already

defined.
libart has an #ifdef guard, math.h obviously doesn't.
Hopefully fixes AIX build bustage. Not part of defaut build.

Reduce the performance cost of (threadsafely) refcounting many atoms by creating a second implementation of nsIAtom (derived from the first) that does not refcount and gets destroyed at XPCOM shutdown. Normal atoms are converted to permanent ones without loss of pointer identity when a permanent atom is requested and a normal one already exists. b=92141 r=waterson sr=brendan
