mcmullen%netscape.com 39aa71fd50 Added all the nucache files to the memory module project (as a group) so that NU_CACHE can be turned on with a flick of the wrist, made the modular memory library build with the NU_CACHE flag turned on, fixed build warnings and errors. cyeh%netscape.com e9d3c67427 Removing static makefiles as a part of the transition to Autoconf. I have taken great 
care to only remove makefiles affailiated with building nglayout. I have also verified that
the build at this point in time succesfully builds with autoconf.

If you must recover one of these makefiles, you can use the static tag STATIC_MAKEFILES.
If I removed a makefile that you need, please e-mail cyeh@netscape.com.
