This fixes a crash when we dereference null.  It is a bandaide fix as the real problems involves retooling the directory enumerator.

This fixes a terrible state which you can get into whereby XPCOM will fail to startup regardless of what you do.  The fix is to cause autoreg to happen if the component registry (compreg.dat) is not found.

racham%netscape.com 51ac827cd3 Fixing bug 80035. Patch in here allows Administrators to control the migration behavior wrt IMAP and Local Folders files. Today, during migration, we copy all those (IMAP & Local Folders) besides others into the newly created dierctory for the migrated profile. Some external parties have expressed concern over this approach due the large amount of mails they have in 4.x folders and all of those getting copied again wasting the disk space and also failing to do migration properly sometimes. So, a hidden pref mail.migration.copyMailFiles is introduced (which can be set to false) for those who those interested to share the 4.x IMAP and Local Folders. Please see the bug report for the possible side effects and other discussion points wrt the sharing folders with 4.x.
