It looks like this has been unable to compile on windows since someone added Unix only includes outside the #ifdef XP_UNIX block about *nine* months ago. cyeh%netscape.com e9d3c67427 Removing static makefiles as a part of the transition to Autoconf. I have taken great 
care to only remove makefiles affailiated with building nglayout. I have also verified that
the build at this point in time succesfully builds with autoconf.

If you must recover one of these makefiles, you can use the static tag STATIC_MAKEFILES.
