bryner%netscape.com fe7ecce15d Enable building a library of Gecko components that can be linked against directly and then registered using the static component loader (bug 207407). When building on win32, we still default to the MSVC tools, even if only gcc is installed (autoconf 2.1x quirk).  You must set CC, CXX, CPP, LD & AS to override the defaults.
