Renamed the |const| version of |GetFragment| to |GetConstFragment| so we didn't mix overloading with overriding; eliminating need for some uses of |using| ... may want to do the same thing with |Begin| and |End|. waterson%netscape.com b952d774a7 Bug 29250. PR_GetFileInfo64() expects a 'root' path on Win32 to have a trailing slash; e.g., it will accept 'c:\\', but not 'c:'. cls%seawood.org aeb63a9a96 Finally following warren's lead from "last year", the libs phase has been removed from the build. Directories had to be ordered and in some cases, traversed after a subsequent module was built. 
Fixed the recursive makes into GtkMozilla so that they will report build failures like the other dirs.
Removed LIBS_NEQ_INSTALL variable and associated ifdefs.
