mscott%netscape.com 5060c10912 Correctly build the toolbar and menu items for the mail 3-pane. They used to be expressed in msgbar.xul but it doesn't seem to like it when they are defined that way. I also assumed that xul was the default name space and removed all "xul:" tags. Forced hard coded height and width values for each of the panes. Alec is going to make the correct change and add this to the idl file so we won't lose it the next time we rev the idl files.
