Eliminate nsIStyleSet as an XPCOM interface, making the implementation internal to layout. Frame constructor ownership moves to the pres shell, and the style set methods that forward to the frame constructor are gone. Rewrote style set sheet add/remove to reduce code size. Change all callers of nsIPresContext::GetShell() to use the non-refcounting versions. Most callers now use PresShell(), a few that were checking for null conditions are using GetPresShell() -- this will be remedied once we can ensure that a prescontext never has a null pres shell. Add 'make install' target to build. It's "MRE-friendly". (See http://www.mozilla.org/projects/embedding/MRE.html for details.)

Changes:
* Added EXTRA_COMPONENTS variable to build. Use it to automagically install files into the components dir.
* Added SYSINSTALL variable. Use it install files onto the system.
* Move mozilla-config generation from configure to makefiles
* mozilla-config will now generate paths based upon the MRE-based directory layout.
* Generate mozilla script from template
The installation heirarchy currently looks like:
$prefix -> /bin/mozilla
/bin/mozilla-config
/include/mozilla-ver/*
/lib/mozilla-ver (mozappdir)
/components
/res
/defaults
/chrome
There is preliminary build support for MRE dirs as well though the component manager hasn't had MRE support added yet.

Fix for bug 124990, Add additional processing loop for DOM event listeners to allow browser level handlers to be fired after content based listeners. r:saari, sr:jst

Browser based listeners can now registers themselves using the AddGroupedEventListener and passing the system event group (which can be gotten via the nsIDOMEventReceiver interface). These listeners will now fire after all content based listeners have processed.
In this initial version of the checkin most browser listeners are still left in the original content group for stability purposes.
