and prefs dir, but we don't need to do this.  We are already calling it
directly before we get here.

mcmullen%netscape.com 302ce3167e Added a new InitializeMacToolbox() to NSStdLib (declared in macstdlibextras.h) and exported it. This makes all the Mac Toolbox Init calls, and also (if DEBUG) initializes SIOUX without menus. Safe to call this multiple times (it has a static boolean). Removed toolbox initialization from constructor of nsAppShell, and called InitializeMacToolbox() instead. This will fix the problem many people are reporting wrt conflicts with
system libraries that have the same names.
