Removing <tree> layout code and moving <tree> tags to outliner layout

- nsIBoxObject has a new attribute "element"
- all CSS rules outlinerbody:foo replaced with outlinerchildren:foo
- drop feedback is now skinable

fix#72281. if new message arrive and they are children of a collapsed
thread, they should not become the king of the thread.
