bryner%uiuc.edu 01424c1159 Checking in some widget changes to support scrolling with the mouse 
wheel.  Layout changes (to make it actually work) will follow soon,

pavlov%netscape.com 4b37cca123 add ScrollRect method to nsIWidget -- implimented on linux and stubbed in nsBaseWidget for mac and windows. Added ifdef'd scrolling code that makes scrolling really fast on linux. Updated nsIWidget.idl (not built) to merge some changes from a branch and added ScrollRect.
