harishd%netscape.com 09ce73ed2a Crasher - Expat parser's XML_ParseBuffer wasn't aware of the BLOCKING mechansim and hence failed to update the buffer position ( bufferPtr ). Changes allow us to have a finer control over which parts of the tree are built with PIC.  Part of the static build branch landing.
