This is in preparation for a new compile-time check in xpidl to require the [noscript] annotation for attributes, as it is required for methods.

Changed |NS_DEFINE_IID| to |NS_DEFINE_CID| where appropriate; or else removed it, and fixed up clients to use |NS_GET_IID| in the appropriate spots.
