Phase 1 of style context deCOMtamination (bug 114713). Remove all dependencies on nsIStyleContext from outside of content and layout. Temporarily disable attachment 87307 (Async reflow, painting, and scrolling for text widgets) which landed as part of bug 141900. Will re-enable it after bugs 158782, 151882, and 165130 are addressed.

Correcting our background painting code per the latest CSS specs. By default, backgrounds should be painted to the border

area, and not the padding area as per the CSS 2 Errata, CSS2.1 and CSS3. Also, implementing the CSS3 'background-clip'
and 'background-origin' properties (currently with -moz- prefixes) to control this behavior.
