ben%netscape.com e720d66d6b Fix for bug 84232 - Opening preferences dialog when one already exists (opened from another window) causes all changes made in the existing window to be lost. 
This change fixes the problem by looking for an existing preferences dialog using the window mediator, and focusing one if found. Otherwise, a new one is loaded.
