hangas%netscape.com a04e211cbe First phase of fix for 28144. This checkin is to make our chrome widgets look more professional. They now look much more like the spec. This changed the look for titledbutton, tab, input, checkbox, radio button, and select widgets. with that name didn't exist yet, we weren't creating a new window,
instead we were loading it in the current window. Now we properly
fall through to the create new content handler case.
