- Made Get/SetAuthorStyleDisabled and ReconstructStyleData non-virtual when called internally.
- Inlined GetFrameSelection and renamed it to FrameSelection.
- Removed non-inline version of GetViewManager.

Eliminate nsIStyleSet as an XPCOM interface, making the implementation internal to layout. Frame constructor ownership moves to the pres shell, and the style set methods that forward to the frame constructor are gone. Rewrote style set sheet add/remove to reduce code size. Implement CSS3 :target pseudo-class, which matches the target of the fragment identifier of the document's URL.
