dbaron%dbaron.org 4c36660044 Separate concept of stylesheet URI into base URI (for resolving relative links) and sheet URI (for everything else), since they can differ for style elements (and inline style and style set from script, but that's for the next patch). using "navigator" as the chrome package for asking the locale.

Fixes problems with the spell checker not working for new thunderbird profiles where there is no navigator package.
