* Changes MOZ_TRACE_MALLOC ifdefs to NS_TRACE_MALLOC ifdefs
* Links against the trace-malloc utils against libxpcom instead of just xpcomds
* Builds NSPR in debug mode on win32 if trace-malloc is enabled
* Adds a few "defined()" checks to diffbloatdump.pl so that it will work for
perl 5.6.1
* Adds a couple of checks for \r so that diffbloatdump.pl works on win32.

Add a --shutdown-leaks option to nsTraceMalloc to dump, to the file given as an argument to the option, information about allocations still live at shutdown. valeski%netscape.com ac33036169 r=dbaron, sr=dougt. 97667. nsIInterfaceRequestor is now frozen. nsIInterfaceRequestorUtils.h is now required if you want to use do_GetInterface() for convenience. cls%seawood.org 80f526179f Replaced NO_SHARED_LIB & NO_STATIC_LIB with BUILD_SHARED_LIBS, BUILD_STATIC_LIBS, FORCE_STATIC_LIB & FORCE_SHARED_LIB. Added FORCE_USE_PIC. 
Changes allow us to have a finer control over which parts of the tree are built with PIC.  Part of the static build branch landing.
