bzbarsky@mit.edu 70a7950128 Flush layout before starting to pump data into plug-ins if we started the data 
load ourselves.  Fixes various issues with a number of plug-ins that expect
NPP_SetWindow() to have been called before NPP_WriteReady or NPP_Write.  Bug

bzbarsky@mit.edu d6284567b3 Change the FrameNeedsReflow API to pass the dirty flags to be added directly tothe method, instead of setting them before calling the method. That way we canavoid reflowing the ancestor of a reflow root which is not itself dirty but hasdirty children. This also makes it harder to set dirty bits inconsistentlywith the FrameNeedsReflow call.
