public	make the cookie whitelist override the "limit cookie lifetime to session" pref. this allows the user to whitelist certain sites for setting permanent cookies, while non-whitelisted sites are downgraded to session cookies. also adds an "downgrade cookies from this site to session" permissionlist value, so now we have a whitelist/blacklist/sessionlist.
