The Rust toolchain comes from the Taskcluster build configuration now. It's
actually downloading both versions right now, unpacking this one then
deleting it and unpacking the one from Taskcluster.

Rob Lemley 2b2f82cc11 Bug 1547631 - Port bug 1523684: Set 32-bit build target on win32 l10n repacks. r=jorgk 
L10n repacks happen on 64-bit hosts since bug 1522354. Therefore --target
needs to be explicitly set to i686-pc-mingw32 on l10n builds otherwise it
defaults to x86_64-pc-mingw32 which produces a 64-bit installer.

The contents of the installer are 32-bit as --target is set in
build/win32/mozconfig.vs2017.

The product-details URL in whats_new_page.yml gets used to generate detailsUrl
in the Balrog release blobs. It overrides the default url that gets generated
when "update-line" is empty.

Rob Lemley 620d9bb120 Bug 1496523 - Remove nodejs requirement for building source package. r=tomprince DONTBUILD 
The generated .mozconfig file for building the source tarball will require
nodejs to be present. Firefox has included in their mozconfig for source
builds:
ac_add_options --disable-nodejs
