Rob Lemley e6d1d627d0 Bug 1849156 - Adjust OpenPGP manifest file to be code-coverage friendly. r=kaie,mkmelin 
The wildcard patterns in the OpenPGP manifest file seem to confuse code-coverage
processing as it's unable to map these files.
This simply enumerates the files, as is the case elsewhere.

"openpgp/modules/stdlib" is no longer present.
"enigmail.properties" is not referenced anywhere.

Rob Lemley 4e73c638c7 Bug 1848010 - Make tb-atn docker image smaller. r=dandarnell 
Python3 is all that is required. Pip is already included in the debian-base image
and by installing python3-pip with --install-recommends, build-essential gets
pulled in, making the image a lot bigger than necessary.
While here, locking down requirements.txt with hashes so rebuilds are more
consistent.

Geoff Lankow 12c7cf5f54 Bug 1848904 - Check a folder and its descendants are added to/removed from virtual folders when flags change. r=mkmelin 
If a folder's flag changes, or a folder already with a flag is added or removed, it AND its
descendants should be added to the appropriate virtual folder. This patch tests that and fixes
some inconsistent behaviour.

In reality for most folder types this is a very rare occurrence, and for some it would never
happen, but it might as well work the same way for all types.
