Rob Lemley 39f91d32a7 Bug 1893718 - Replace source docs Makefile with a mach command. r=aleca ... The Makefile was a "temporary" situation to get the source docs going. `mach tb-doc` builds the virtualenv and documention in the object directory to avoid writing to the source directory. It also includes a livereload webservice. The ability to disable autodoc is not finished yet.
