Bug 1160082 - Fix various minor problems with angular 1.4 upgrade

Angular 1.4 no longer sorts object properties when iterating over them
using ng-repeat (https://docs.angularjs.org/api/ng/directive/ngRepeat ),
so we need to handle this ourselves.
This updates the log viewer, talos panel, and job details panel to use
various techniques to sort stuff properly.

Bug 1094466 - Fix Chrome compatibility and other things

Make it compatible with Chrome by specifying flex-properties everywhere and let them handle the sizing.

Because this had to be extensively tested in Responsive Design View, there are also some other changes related to proper resizing/positioning of certain elements.
