[PerformanceMonitoring] 1.0.6 general build and packaging fixes

- Adding Firebase. PerformanceMonitoring to the manifest
 - Moving the License file to the root
 - Fixing up the nuspec metadata to be consistent with others
 - Changing nuspec links to be fwlinks
